Aadhaar delay may affect cash subsidy transfer plans
Despite the Union government chalking out major plans for Aadhaar-enabled social services in Karnataka, the State government has not launched Phase II of Aadhaar enrolments. A target of 4 crore enrolments was set to be achieved by the end of March. This means the enrolment agencies need to buck up and make around 2.5 crore fresh enrolments before March.
The launch of Phase II has been delayed by over six months now. This despite the fact that a major decision on sharing the task of enrolment between the Registrar General of India and Unique Identification Authority of India (UIDAI) has been made and tender finalised. The delay will affect linking of cash subsidy for LPG and other social service schemes to Aadhaar in the state.
“The Phase II has been finalised. The Request for Proposal has been successfully completed and four agencies have been finalised to take up enrolment work for UIDAI. The work order has been issued but the enrolment will start only in December as the enrolment agencies are still making preparations. They need to set up devices, deploy enrolment stations, hire, train and activate their operators,” said Dr Ashok Dalwai, Deputy Director General of UIDAI.
The four agencies will enroll residents in 21 districts of Karnataka for UIDAI’s Aadhaar scheme. Enrolment under UIDAI has been completed in two districts - Tumkur and Mysore - in the first phase. Enrolments in the other six districts will be done by the Registrar General of India for the National Population Register.
“The operators’ training programme has begun in some districts including Belgaum, Dharwad and Chitradurga. Enrolment should start in all the 21 districts in the first week of December,” Mr Dalwai said. To ensure speedy and on-time completion of enrolment, the State government has detailed in its tender document the number of stations that an enrolment agency needs to set up by December and by March and also the minimum number of enrolments that an agency needs to do by December and by the end of March.
“Our target is to make 40 lakh fresh enrolments by December-end and to add 1.5 crore fresh enrolments between December 2012 and March 2013. With 1.56 crore already enrolled in Phase I, the total enrolments in Karnataka by the end of March should be close to four crore,” Mr Dalwai added.
