3 months deadline for drain work

The state public works department (PWD) has been given three months to complete all drain works and prevent flooding and inundation in the city during the northeast monsoon.

A high-level meeting chaired by municipal administration and water supply (MAWS) secretary on Wednesday set September 30 as the deadline for PWD to complete the Rs 1,447 crore macro-drain project it jointly implements with Chennai corporation.

PWD implements at Rs 633 crore flood mitigation works like cutting drainage channel to carry surplus water from Velachery tank to Buckingham canal and Maduravoyal tank to the Cooum river besides carrying out improvements to Virugambakkam canal, Otteri nullah, Kodungayur drain and Ambattur tank.

Following a recent meeting of PWD minister K.V. Ramalingam and Chennai mayor Saidai S. Duraisamy, the PWD was even allowed to revise estimates and make minor redesigning to keep the deadline.

For instance, only two of the 4.10-km-long drainage channel from Velachery tank to B Canal has been cut and, therefore, the PWD has now chosen to use precast concrete that consumes less time. The estimate has been revised from Rs 82.05crore to around Rs 100 crore for the work.

Preparation of precast concrete for Virugambakkam-Arumbakkam drain to the Cooum and diversion channel from Otteri nullah to the Cooum among others has already begun at Velachery.

However, officials were skeptical about improvements to Otteri nullah, central B canal, Virugambakkam-Arumbakkam canal, Maduravoyal tank to the Cooum river as the works were yet to take off owing to large-scale encroachments.

Parts of the areas like Virugambakkam, Arumbakkam and Chinmaya nagar could be vulnerable to flooding this monsoon season as the encroachments hamper the works.

PWD authorities would have their work cut out as only 25.8 km of the 95.85 km drains have been completed thus far with only three more months remaining for the deadline.
