Garbage penalty receipts lack details

The authenticity of penalty receipts issued by Chennai corporation against those who dump debris and garbage on the city roads has come under the scanner.

A receipt copy available with this newspaper lacks mandatory details like name and designation of the officer collecting the penalty amount.

Further, the bill, issued under the Madras Corporation Municipal Act and Public Health Act, fails to describe the nature of offence or provide the detail of the ward from where the fine was collected.

According to RTI activist Gopalakrishan, the field staff of the city corporation fined roadside shops and buildings in ward 138 for polluting the city roads.

“I have my own doubts whether the money reached the city corporation exchequer. The corporation should look into such transactions,” urged Mr Gopalakrishnan.

A senior corporation official told DC that so far no such complaint had reached Ripon Buildings. The objective of the penalty was to ensure that the shop-owners do not litter public places.

Collecting such petty fines has been in practice for several years now and the particular case in K.K. Nagar would be examined, he said.
