Governor Opens circuit bench of APTEL

Governor K. Rosaiah on Thursday inaugurated the first of its kind circuit bench of the Appellate Tribunal for Electricity (APTEL) in the city.

Addressing the inaugural function here, Mr Rosaiah said that the bench set-up here would hear cases emanating from Andhra Pradesh, Kerala and Karnataka.

Welcoming the move to setup the circuit bench at Chennai, Mumbai and Kolkata, he said that the initiatives taken by the tribunal has now brought justice to the doorsteps of the stakeholders and the consumers in the southern part of India.

“With the establishment of the circuit benches, the cases will be disposed early without undue delay and the decision would pave the way for future plan of action,” he said.

APTEL chairperson Justice M. Karpaga Vinayagam said that the plan to set up the circuit bench was mooted based on the petition given by Bangalore based lawyers to Union law minister M. Veerappa Moily. “This is the first bench to be set up outside New Delhi,” he pointed out.

He said that the move would save unnecessary wastage of time and money for consumers while challenging orders of the State regulatory commissions.

The first sitting of the bench would be presided over by Justice Karpaga Vinayagam and Rakesh Nath, member (technical), ATE from August 17 to 24.

As many as 15 cases would be taken up for the hearing. “The bench would meet monthly once. The number of days for sitting will depend on number of cases,” he said.

When asked about he delay in the appointment of chairperson for the Tamil Nadu Regulatory Commission, Mr Vinayagam said that the steps were being taken in this regard to appoint a chairperson as soon as possible.
