Tamil Nadu finances in pink of health: OPS
The Jayalalithaa government has succeeded in consolidating the state’s fiscal health, which was ‘very grave’ during the predecessor DMK regime, finance minister O Panneerselvam said here Friday.
In statement, he said the Comptroller and Auditor General of India in his report had said that during the DMK rule, the financial situation was “very precarious” and the debt burden required urgent attention.
When the DMK was in power, the revenue deficit was Rs 2728 crore in 2010-11, while the fiscal deficit in 2009-10 was Rs 11,807 crore and went up to Rs 16,646 crore the following year, when the state’s debt burden crossed Rs 1 lakh crore.
“Keeping this in mind, the AIADMK government took measures to increase the government’s revenues and in 2011-12, the revenue deficit has been completely eliminated and revenue surplus of Rs 536.54 crore has been reached.
It is the present government which has taken measures to correct the state’s fiscal situation”, the minister said.
He said, “The fiscal deficit in 2011-12 has been contained to Rs 16,597 crore which was less than the fiscal deficit of Rs 16,646 crore in 2010-11.
Similarly, although the Central Government had authorized net borrowing of Rs 17,437 crore, in 2011-12 the net borrowing has been curtailed to Rs 12,874 crore.
“The fiscal situation was very grave during the previous DMK government and this government has now consolidated the fiscal situation”.
The minister also pointed out that the CAG report had detailed “many other shortcomings” relating to the DMK regime-the total number of family cards exceeded the population in the state, 1300 lives were lost due to flaws in emergency medical services in government hospitals and the PWD failed in centrally sponsored scheme for artificial recharge of groundwater.
He said the government proposed to plant 64 lakh seedlings of 30 indigenous species, 1.19 crore seedling of teak and casuarinas to increase the tree and forest cover. In the next five years, the government proposed to plant 10 crore saplings at a cost of Rs 686 crores, he added.
“The shortcomings pointed out in the report of the CAG pertain to 2010-2011 and these have been set right by this (AIADMK) government,” Mr Panneerselvam said.
