‘Tax NOC for property deals’

NEW DELHI, Jan. 27: To ensure better collection of property tax, the MCD has proposed making payment of the tax compulsory for any transaction of plot of land, house or shops. It has also proposed to make it mandatory for those applying for licences to get a “no-objection certificate” from the house tax department. The agency is hoping that the government’s revenue department would adopt a mechanism to ensure that no properties are transferred without a NOC from the MCD’s house tax department.

Forwarding the proposal before the MCD House on Wednesday, standing committee chairman R.K. Singhal said such a measure will ensure a good recovery of property tax. “The office of the sub-registrar in each district should be directed to set up a mechanism of asking for the ‘no dues certificate’ from the house tax department on a compulsory basis before going ahead with any sale/transfer or mutation deeds,” Mr Singhal told the house.
Mr Singhal added that the people seeking any type of licence will have to get an NOC from the house tax department. He also deman-ded that the government should remove the ban on sale of properties in unauthorised colonies on the basis of power of attorney.
The MCD’s house tax collection has not been satisfactory, more in terms of number of tax payers in the net, with only Rs 577 crores being realised from seven lakh-odd properties, said Mr Singhal. This was aided by the amnesty scheme. The MCD has also incurred a loss of an estimated Rs 85 crore due to lesser sale and purchase of properties on account of economic recession and rising prices. 
Talking to this newspaper, Mr Singhal said that there were certain clearances which the MCD is giving on the basis of documents of government.
“Like in Narela, we are giving clearances to industrial establishments on the basis of building plans sanctioned by DSIIDC. A similar arrangement can be made in the registrar’s office where a person is asked to present a NOC,” said Mr Singhal.
