At least nine persons were injured and some vehicles and shops were damaged when a portion of a wall collapsed at the MCD’s under-construction Parade Ground multi-level underground parking site in Chandni Chowk on Saturday morning. The MCD blamed the leakage from a pipeline that catered to a water reservoir constructed by the fire department for the incident and has ordered an inquiry. A case of negligence against unknown persons has been registered at the Kotwali police station.

According to the fire department, the incident came to light around 6.15 am and at least nine fire tenders were rushed to the spot. A team of civil defence and disaster management also reached the site and initiated rescue work. Nine labourers, most of whom were sleeping, were rescued and rushed to LNJP Hospital, where they were administered first aid. At least three tempos and a few tehbazari stalls were also damaged in the incident.
While the municipal commissioner has ordered an inquiry by the deputy commissioner of the area, a preliminary report said that the incident was a result of leakage in the main water pipe passing about seven metres under the Esplanade Road, which is along the wall that collapsed. Prima facie it appeared that the incident happened due to the water leakage and sudden collapse of water tank, said an MCD official, adding that the soil became heavy leading to wall collapse under pressure.
MCD standing committee chairman Yogender Chandolia visited the spot and said that the fire department had been repeatedly informed about the leakage.
However, chief fire officer R.C. Sharma said that it was the responsibility of the MCD to ensure that precautions were taken while constructing the wall. “That tank had been abandoned as a higher capacity tank is being constructed by the MCD to replace it. In fact, the tank in question had been damaged by the MCD during digging and we had got a report in this regard. How the digging was carried out will have to be looked into,” he said.
