Barapulla project may miss deadline

Even as officials are claiming that the Barapulla Nulla elevated road project, which will connect the Commonwealth Games Village with the Jawaharlal Nehru Stadium, will be completed by September 10, the situation on the ground indicates that it may take longer to finish.

According to sources, the work on stretch over the New Delhi-Ghaziabad railway line is only about 50 per cent complete. The railways have already promised as many blocks (the time period for which the rail traffic is blocked to facilitate the work on the elevated road) as the PWD, which is executing the project, requires. Sources revealed that at least two instalments of ten blocks each have already been given to the PWD by the railways. Work is on the third instalment of ten blocks out of which four blocks have already been utilised by the PWD, while six blocks remains to be used.
Sources further added that the PWD has made a request of another ten blocks to be granted by the railways.
Despite these blocks, the PWD has been able to complete only about 50 per cent of the work. The stretch over the railway line has been one of the major problems in completion of the project.
Earlier, the PWD and the railway authorities had a problem with respect to the payment which the former was supposed to make to the latter for the losses it suffered on account of stoppage of rail traffic.
The PWD had been maintaining that the amount being charged by the railways towards loss of revenue was very high. However, later it decided to cut down on the number of blocks. But that too did not seemed to have helped the matter and the PWD has been making requests for additional blocks.
The Delhi government officials, however, maintained that one of the carriageways is likely to be opened by August end, while the entire stretch is expected to become operational by September 10.
However, sources pointed out that unless the PWD is able to complete the work over the railway line, it would not be possible to finish the project.
