Cabinet nod to bill draft against touts
The Delhi Cabinet on Monday cleared the draft of the anti-touting bill that would be tabled in the Delhi Assembly in the winter session. As and when passed, the Act will replace an ordinance that was promulgated to prevent the tourists from being fleeced and harassed by the touts during the Commonwealth Games.
The Act, once passed by the Assembly, will replace an ordinance promulgated by lieutenant-governor Tejendra Khanna on October 1, 2010. The decision was taken a Cabinet meeting presided over by chief minister Sheila Dikshit on Monday.
While briefing the media after the Cabinet meeting, the chief minister pointed out that the draft bill as prepared by the city government was sent to the Union ministry of home affairs after approval of the lieutenant-governor.
“The ministry of home affairs, after finalising the draft bill, sent it back to the city government, conveying the instructions of the President of India to the lieutenant-governor so as to promulgate it as an ordinance,” she said.
“It was also necessary to have a separate bill on touts as the term tout was no where mentioned in the IPC 1860,” said Ms Dikshit.
The draft bill also envisages the powers of police officers and the procedure for speedy investigation and trial of the offences.
