Dadwal skips discussion on law and order
The Delhi Assembly was on Thursday adjourned after the members objected to the absence of the police commissioner Y.S. Dadwal from the House during the discussion on the law and order situation in the capital.
After Assembly Speaker Yoganand Shastri asked BJP MLA Jagdish Mukhi to initiate discussion on the law and order situation, the members raised their objection to the absence of Mr Dadwal. The BJP MLAs stated that as per norms, the police commissioner should have been present. Even in the last session, the members had raised objection to the absence of Mr Dadwal during a discussion on the same subject. Leader of Opposition Mr V.K. Malhotra, while intervening amidst the din, stated that it is a question of prestige of the House, with the tradition being that the police commissioner has to be present whenever House makes any discussion on law and order situation. Though the Speaker tried to pacify the members by saying that special commissioner of police Neeraj Kumar and home secretary G.S. Patnaik were present in the House, the members were far from pacified. The BJP MLAs also got support from members of the ruling party, including Anil Bharadwaj, Ramakant Goswami and Subhash Chopra, sought adjournment of the House till their demand of the presence of the police commissioner was met. The Speaker later adjourned the House for half-an-hour and directed the chief minister, Sheila Dikshit, to ask Mr Dadwal to attend the discussion in the House.
However, even when Mr Dadwal did not make to the House after the stipulated time, the members refused to allow the proceedings, after which the Speaker adjourned the House for the day.
