Following the direction of the Central Vigilance Commission, the Delhi police on Thursday registered a case against a veterinary officer of the MCD who has been allegedly found involved in massive irregularities in allotment of dairy plots at Ghogha Dairy Colony in 2007.
In order to deal with the problem of stray cattle in the city and to shift illegal dairies running in urbanised areas, a dairy colony was established at Ghogha by the civic body wherein more than 3,000 dairy plots were to be made available to the farmers through a draw of lots process.
The MCD had found that the accused officer, identified as Dr S.K. Yadav, had allegedly indulged in massive irregularities during the allotment process. “Approximately 66 per cent applicants who had no dairy at all were considered for booking of the plots. A large number of plots were booked in the name of applicants who were running dairies in rural areas and were thus not eligible for the scheme,” the MCD inquiry had found.
After the allegations surfaced, the MCD had written a letter to anti-corruption bureau of the Delhi police (No AE(VIG)/OPS /2009/5561 dated 25.11.2009) but no action was allegedly taken against the official. The inquiry had also revealed that some of the illegal dairies were shown located on the 2nd/3rd floors of a building and also in housing societies which is impossible for an animal to go. Using this trick, more than 1,377 plots were booked and issued by Dr Yadav.
Even the MCD commissioner’s sanction was not sought for engagement of M/s Everest Enterprises Pvt Ltd by Mr Yadav, who had allegedly fraudulently issued an engagement letter to the firm without the approval of competent authority. The vigilance department of the MCD then wrote to the MHA that a detailed inquiry must be conducted into the allotment of plots at Ghogha dairy.
