FIR registered, report today

The police has registered a case in connection with the alleged sexual abuse of a minor by a junior doctor at AIIMS on January 23. Meanwhile, the three-member panel, constituted by the AIIMS, continued its inquiry and will submit its report on Tuesday. While the FIR does not reportedly mentions the name of the accused, the panel was likely to hear the version of the accused before submitting the report.
According to police sources, the case has been registered under Sections 377 (unnatural sexual offence), 506 (criminal intimidation) and 511 (attempting to commit offences punishable with life imprisonment and in such attempt doing any act towards the commission of the offence) of the Indian Penal Code, besides various sections of the Juvenile Justice Act.
Sources maintained that since the boy did not know the name of the accused doctor, he has not been named in the FIR.
However, the boy’s father has claimed that the child can identify the accused doctor by face if he is brought before him. The boy’s father has said that every detail, as narrated by the boy, has been mentioned in the complaint on the basis of which the FIR has been registered.
Meanwhile, the three-member panel, led by head of department of endocrinology and metabolism, A.C. Ammini, is likely to submit its report on February 1, at the expiry of the seven-day period. The committee had met on January 28 and called the victim and his father for their version of the incident. The boy was also put through certain psychological tests, which also included drawing certain cartoons and sketches.
He was then reportedly taken to the out-patient department, where hundreds of patients and their attendants jostle for space, amid the presence of a large number of doctors and medical staff. There, the boy was asked to identify the accused doctor, which the former did correctly. So far, there was no confirmation over whether the junior doctor has been questioned by the committee. However, AIIMS officials maintained that the committee was in all likelihood to submit the report on Tuesday and all the aspects will be taken care of.
Earlier, the incident had come to light when the father of the boy, a resident of northeast Delhi, had lodged a complaint with AIIMS on January 25. As per the complaint, the boy was admitted for a brain tumour surgery on January 18. He underwent the surgery on January 20 and was supposed to be discharged on January 24.
On January 23, however, the doctor, who was on night duty in the ICU of the neuro-surgery department, where the boy was admitted, allegedly took him to the duty room and sodomised him. He then also threatened the boy with dire consequences if he told anybody about the incident. The boy narrated the incident after he was discharged from the hospital on January 24.
