Govt avoids Lokayukta orders

The city government has taken no action on most of the observations of the Delhi Lokayukta Justice Manmohan Sarin in the year 2011-12. According to government data released on Thursday, on most of the observations of the Lokayukta, either the government’s concerned departments have not taken any action or the government rejected them citing various laws and orders.
The Lokayukta and the city government have locked horns over the issue of IAS officials working on the post of director in government organisations. The Lokayukta observed that IAS officials are not under its jurisdiction but any such official who is working as director or managing director of a government organisation will be in the Lokayukta’s jurisdiction in respect of functions, duties and acts performed as public functionary being director or managing director of government companies and corporations.
However, citing the Delhi Lokayukta Act, the city government said that the primary aim of the Lokayukta is to inquire into allegations against public functionaries and not civil servants.
The Lokayukta had emphasised on the appointment of an uplokayukta for effective functioning of the institution but the city government said that no such post has been created as the “volume of work” with Lokayukta is very limited.
The Lokayukta also demanded a seat or position just after the lieutenant-governor and before the chief minister at all state functions, but the city government replied that it has no warrant of precedence of its own and it follows the warrant for ceremonial functions issued by the Union ministry of home affairs.
During last year, 75 complaints were carried forward to the Lokayukta from year 2010-11, at least 763 complaints were received in the reporting year of 2011-12 and total number of complaints were 838.
Out of the total 838 cases, the Lokayukta disposed off 773 cases and 65 complaints were carried forward to the next reporting year after March 31, 2012, the report said.
