OC falters on promises to CGF in bid

Thanks to the delayed and incomplete streetscaping and other construction works, another assurance given by the organising committee in its bid document submitted to the Commonwealth Games Federation (CGF) in connection with traffic management runs the risk of not being fulfilled.

The two-hour trials on the dedicated Games lane so far, be they on the roads with two lanes or four lanes in one carriageway, has led to confusion and traffic snarls. In fact, the Delhi police has been saying that there are several routes where it will take some time before the trial run can be commenced with the streetscaping and road improvement work still going on. The Delhi police wanted to initiate these trials at least a couple of months ago in order to familiarise the road users with the new scheme of things and ensure that there are no last-minute confusions. But its plan could not be implemented in time due to incomplete civil work.
The Evaluation Commission of the CGF had noted in its technical report in 2003 that the “achievement of the travel times will require...significant traffic management measures. Delhi confirmed they are prepared to implement appropriate intervention methods...however this will impose significant operational burden on the organisation of the Games as disruption to ‘normal traffic patterns’......while transport operations is one of the major risks for the Delhi project, the Evaluation Commission (EC) considers that with the traffic management plans as described by Delhi and deployed during the EC visit, then the transport times to venues were achievable”.
At that time, the organisers had also told the Commission that a “third ring road” was being planned. The organisers had given the EC a time line of 10 to 32 minutes for reaching various venues from Games Village. For instance, the expected time to reach Jawaharlal Nehru Stadium complex was 28 minutes, while for National Stadium it was just 10 minutes. The time taken to reach Siri Fort Sports Complex from the Village was shown to be 32 minutes.
