Panel blames consultant in report
The fact-finding committee constituted by the Delhi government after the collapse of the foot overbridge at the J.N. Stadium submitted its report on Tuesday and attributed the collapse to faulty design and blamed the consultant.
The committee has said that excess load led to the collapse and recommended the PWD to avoid the use of Macalloy bars for similar projects till there is proper and clear understanding on its use.
“The foot overbridge collapse took place because of the failure of the joint of Macalloy suspender bars which had been prescribed as part of the design for suspension of the deck of the FOB with the main arch. In this system, the deck is supported by Macalloy suspenders which are connected to a gusset plate on the deck and to the arch at the upper end. Tandon Consultants, the designer, had suggested use of Macalloy system in the FOB,” the committee consisting of Mr H.S. Dogra and Mr Ashok Gupta said in its report.
It also said that the detailed design of the joint of the Macalloy suspender with the FOB deck in terms of asymmetric loading and rotation of the gusset plate was not done.
“The contractor P&R Infraprojects Ltd. devised the procedure on its own and did not obtain necessary approval for the same. The joint of the gusset plate with the Macalloy suspender system is capable of limited asymmetrical loading with very little tolerance for rotation,” the report said.
