Babus make a killing on NOCs for houses
Enquiries have revealed that the haphazard manner in which the list of properties was prepared has posed severe problems for even genuine property owners. Houses either sold or auctioned by state agencies like the AP Housing Board and plots of the erstwhile Hyderabad Urban Development Authority and Municipal Corporation of Hyderabad also figure in the list furnished by the district administration.
Even door numbers of multi-storied complexes figure in the list. Interestingly, many of these properties have been in existence for years and have also changed hands several times. The district authorities also did not specify which property in a particular survey number should be barred from registration. “As a result, even private properties falling in a respective survey number appear in the prohibitory register leading to complications,” a senior Stamps and Registration official pointed out.
In one particular case in Chikkadpally, some door numbers of a complex were included in the list while others in the same complex were left out. In Goshamahal area, houses sold by the City Improvement Board, which was formed by the Nizam in 1911 and scrapped in 1960 after formation of APHB, were included. In Saidabad, a house constructed 70 years ago made it to the list. Revenue principal secretary M. Sahoo, meanwhile, held a meeting with the district Collectors of Hyderabad and Ranga Reddy and asked them to provide specific information to avoid hardships to property owners.
It has also come to light that some revenue officials are making a great deal of money while issuing NOCs to genuine property owners. They are allegedly collecting Rs 25,000 to Rs 1 lakh depending on the size of the area. “We have received 25 applications out of which half-a-dozen were given clearance for registration,” Mr Gulzar said adding that applicants could directly approach his office instead of falling prey to touts or even staff in the collectorate. He said he would also ask state agencies like the Housing Board to furnish records of government lands they sold to individuals for exclusion of the same from the prohibitory register.
“The government has taken up a special drive to regularise structures that have come up on government land and on the surplus land declared under the erstwhile Urban Land Ceiling Act. It also rejected regularisation of structures in several cases,” Mr Gulzar added.
