Usually, the Chief Minister forwards the relevant files to the Governor, with his sanction to be expected in the routine fashion.

But of late, the Governor has started looking into the details on all the issues brought before him, and at times, rejecting some of the Chief Minister’s recommendations, including the file pertaining to the appointment of state information commissioners.
The Governor has cleared only four of the eight people shortlisted by the select committee.

Sources said that after the Chief Minister explained to him the reasons for appointing Dr A. Padma Raju as Vice Chancellor of the Acharya NG Ranga Agriculture University, the Governor immediately cleared the pending file on Thursday.

But when Governor Narasimhan noticed later that the issue of appointment of the Agriculture University’s VC was pending before the AP High Court, he reportedly issued orders keeping the appointment in abeyance.

It is reliably learnt that the CM also explained to the Governor his decision to reject the plea made by the Central Bureau of Investiagtion, seeking permission from the government to prosecute roads and buildings minister Dharmana Prasada Rao, who is a public servant, under various sections of the Prevention of Corruption Act in a case pertaining to the Vanpic scam.

Mr Prasada Rao was already chargesheeted by the CBI as accused No. 5 in the fourth chargesheet filed in the CBI Court along with Kadapa MP Y.S. Jagan Mohan Reddy, former Minister Mopidevi Venkata Ramana and others.

Currently, the CBI booked a case against the minister under various IPC sections whereupon the CBI Court granted him bail.

As per the rules, after the Chief Minister forwarded the file pertaining to the rejection of the CBI’s plea, the Governor, as head of the state, has to endorse the decision.

It is believed that the CM conveyed the decision to the Governor and requested him to endorse it when the file reached him in a couple of days.
