HC: ‘service fee’ not binding
Justice C.V. Nagarjuna Reddy of the AP High Court on Tuesday ruled that the levy and collection of the university services fee prescribed by the Acharya Nagarjuna University was not legally enforceable and it was not binding on educational in-stitutions conducting B.Ed course and students pursuing the course.
The judge allowed a batch of petitions by certain B.Ed colleges and students challenging the dec-ision of the varsity to levy and collect “admission / registration / recognition / University Services Fee” from each student on an annual basis. The petitioners told the court that the university imposed the fee in pursuance of its executive council’s resolution, dated March 20, 2010.
They contended that the AP Educational Instituti-ons (Regulation of Admis-sions and Prohibition of Capitation Fee) Act, 1983, authorised the Admiss-ions and Fee Regulatory Committee to prescribe fee payable by the students of professional courses offered in private unaided professional inst-itutions, and the university has no power or authority to fix and collect any fee other than that prescribed by the AFRC.
Evangelist paul granted bail
Justice Samudrala Govindarajulu of the High Court on Tuesday granted bail to evangelist and Prajashanti Party president K.A. Paul in the murder case of his brother David Raj. Paul was under judicial custody for his alleged role in eliminating his own brother due to property disputes. He was arrested by the police at Ongole on May 12, through a sting operation in which he had offered Rs 5 crore in bribe to a policeman to eliminate the witness in his brother’s murder case.
