SCB gives toll, octroi rights to pvt parties
The Secunderabad Cantonment Board has approved the right to collect octroi and toll tax by private contractors, amidst strong reservations voiced by two Board members.
\While toll tax contract was given two days ago to the highest bidder, Raghava Reddy, who quoted Rs 7.20 crore, octroi collection rights have gone to N. Chitti Babu, who quoted Rs 3,50,99,999. The SCB meeting held on Wednesday appro-ved allotment of octroi contract to Chitti Babu with a majority vote. But two elected ward members — vice-president B. Narmada and J. Anuradha Ramakrish-na — opposed allocating the octroi contract for such low bid amount and demanded re-tendering.
Ms Narmada and Ms Ramakrishna moved the motion alleging that Mr Raghava Reddy has violated the terms of the tender schedule. While it is stipulated that the contractor has to pay security depos-its, bank guarantees and one-third of bidding amount on or before the due date, Mr Raghava Reddy paid the money at a much later date, they said. The duo also brought to the Board’s notice that Mr Raghava Reddy has been found a defaulter in paying tax on his property, Jayalaxmi Gardens at Pedda Kamela, and that there is an outstanding amount to be paid to the SCB. He also has a case still pending in High Court, they said. Maj. Gen. Krishnan asked SCB CEO S. Balakrishna to verify and seek legal opinion on if the contract can be terminated later, depending on the outcome of the court case
