‘NDC meet to discuss 12th plan’
With Prime Minister Manmohan Singh identifying five key areas of development in which states have pivotal roles to play, deputy chairman of Planning Commission, Montek Singh Ahluwalia, on Friday said, the highest policy body National Development Council (NDC), which will meet on Saturday, would be a perfect forum to take the views of chief ministers on the issues.
Speaking to reporters on the eve of the NDC meet, Mr Ahluwalia said, “The Prime Minister has prioritised issues for the discussion. These include restoring dynamism in agriculture, managing country’s water resources, problems in achieving power generation targets, issues pertaining to urbanisation and special problems of tribal development.”
Apart from these, the NDC, which has been convened to approve the mid-term appraisal (MTA) of the 11th Plan, will also consider the main issues of the 12th Plan (2012-17), Mr Ahluwalia added.
The mid-term appraisal, which had scaled down the average annual growth target for the 11th Plan from 9 to 8.1 per cent following the global financial crisis and the severe drought last year, has already been approved by the Union Cabinet.
The Prime Minister, who heads the NDC, which comprises the chief ministers, Cabinet ministers and Plan Panel members, had already suggested that growth rate for the 12th Plan be pegged at 10 per cent. “Today’s meeting will provide feedback for the next Plan,” Mr Ahluwalia said.
