‘Set up more institutes for teachers’
The parliamentary standing committee on human resources development has recommended a coordinated exercise by the National Council for Teacher Education and Union HRD ministry to fill the visible gaps in availability of teacher education institutions in the country.
The committee has even asked the Centre to provide special support for the cause and asked for the establishment of an assessment and accreditation system for teacher education institutions for better standards.
“Remedial steps need to be taken for strengthening all categories of teacher training institutions, so that component of pre-service and in-service training becomes essential part of service of school teachers and their accountability is realised,” the report states.
The committee has also recommended the framing of regulations for prescribing minimum qualifications for appointment as school teachers. “NCTE should undertake a consultation process with all state governments to ensure that a consolidated set of guidelines uniformly applicable throughout the country could be framed,” the report adds. The committee said that mushrooming of sub-standard education institutions need to be curbed.
