`54-crore tribal fund scam exposed

The Comptroller and Auditor General (CAG) of India has detected 15 cases of fraudulent withdrawal of more than `54 crores in the North Cachar Hills Autonomous Council (NCHAC) between 2007 and 2009 fiscals.
In what has exposed the rampant corruption, the CAG report, which was tabled in the Assam Assembly on Friday, found numerous instances of embezzlement of fund sent for development of the tribal district.
The CAG found that `11 crores was withdrawn between May 5 and 28, 2007 from the district fund but it was neither accounted nor the details of its utilisation was available.
The Autonomous Council also failed to produce details of the utilisation in support of `7 crores withdrawn from the district fund for implementation of its agriculture mission between October 17, 2007 and March 18, 2009, raising concerns about its misappropriation.
The health and family welfare department of the council also failed to furnish utilisation and whereabouts of `1.75 crores after its withdrawal from the district fund between November 2007 and March 2009 for purchase of medicine, implementation of health care scheme and incentives to doctors, the CAG report said.
The NCHAC withdrew the said amount on January 30, 2009 from the district fund for clearing the outstanding liabilities of the Haflong and Mahur PWD divisions.
