Hyderabad: The Congress Working Committee (CWC) on Tuesday decided to recommend to the Union government to carve out a separate Telangana state from Andhra Pradesh. Both states will have Hyderabad as the common capital for 10 years during which time a new capital for the Andhra state will be constructed.
The UPA Coordination Committee meeting which was followed by the Congress Working Committee meeting on Tuesday fully endorsed the decision of Congress president Sonia Gandhi in this regard.
AICC general secretary and in-charge of AP affairs Digvijay Singh and CWC member Ajay Maken announced that the creation of the new Telangana state would take at least four to five months.
After day-long hectic consultations and a series of meetings with various delegations, including Andhra Pradesh Chief Minister N. Kiran Kumar Reddy and PCC president Botsa Satyanarayana, the Congress president informed that splitting AP was the only solution to address the separate Telangana statehood demand, which had been pending for over five decades.
The new state, which will be the 29th state in the Indian Union, will be formed after due process of Constitution and other administrative procedures, including adopting a resolution in the state Assembly.
The decision was unanimously cleared on Tuesday evening, first by the UPA parties and then by the Congress Working Committee.
Parliament can create a Telangana state, whether or not the two Houses of Andhra Pradesh legislature support a resolution on its formation. This was made clear by Singh.
