7 months to brew Telangana

Hyderabad: It is going to take at least seven months to form a separate Telangana state if the Congress Working Committee decides to divide Andhra Pradesh.
From adopting a resolution in Assembly in favour of creation of a separate state to the President of India signing the Bill after Parliament passes it, the entire process will involve 12 steps.
A special note prepared by the ministry of home affairs detailing the formation of a separate state was reportedly handed over to Chief Minister N. Kiran Kumar Reddy, PCC president Botsa Satyanarayana and Deputy Chief Minister Damodar Raja Narasimha by AICC general secretary Digvijay Singh during the Core Committee meeting on July 12 in New Delhi.
Centre not to give T on its own
The Union government is not going to initiate any step on its own to carve out Telangana till the state Assembly adopts a resolution “favouring” the division of the state and sends it to the Union government.
However, the Chief Minister needs the prior sanction of the Congress high command for convening a Special Session of the Assembly and for moving the official resolution.
According to the home ministry’s draft note, once the Assembly adopts the resolution, the process will start automatically.

Hyderabad: While the Congress Working Committee is slated to take the crucial decision on the division of the state, the fate of Greater Hyderabad hangs in balance.
In his 17-page document submitted during the Congress Core Committee meeting on July 12, the PCC president, Botsa Satyanarayana, had reportedly stated that Hyderabad should be treated separately if the state was to be divided.
He even suggested that Hyderabad should be made a special province on the lines of Special Administrative Regions of China like Hong Kong and Macau.
Dual capital likely for some time
Since Hyderabad has several important Central government units like defence and research establishments and major IT projects and industries, the PCC chief had suggested that it would be better if the city was treated as a special administrative province.
During his meeting with senior Cabinet minister S. Jaipal Reddy in Delhi on Monday night, AICC general secretary Digvijay Singh too had asked about Hyderabad’s future. Reddy was apparently of the opinion that as Hyderabad was centrally located in the Telangana region, it could not be separated from a T-state.
The Union minister felt that the people of Telangana would agree to having Hyderabad as a common capital for both Telangana and Seemandhra for a period of five to 10 years, till a capital city could be established in Seemandhra.
This was the same view that was publicly expressed by Telangana Congress leaders K. Jana Reddy, V. Hanumantha Rao, Gutta Sukhender Reddy and others.
Even TRS leader K. Chandrasekhar Rao had said earlier that his party would have no objection to a common capital as long as it was a temporary arrangement.
The APNGOs Association has also expressed concern over the status of Hyderabad. In the event of Seemandhra employees being repatriated to their native places, what would be the fate of their properties in and around Hyderabad, they have asked.
What the parties want:
Telangana:
Common capital should continue for a period not more than 10 years
Seemandhra:
1. Hyderabad should be made a separate entity like a Union Territory or special administrative province to be governed by the central government.2. Greater Hyderabad Metropolitan area should be made into another smaller state
3. Hyderabad should be split into two to make two capital cities
