Both Houses see disruptions again
Even as the Winter Session of Parliament fast draws to a close, there seems no likelihood of normal sittings happening with proceedings disrupted in the Lok Sabha for yet another day on Monday.
The Rajya Sabha, in the meantime, adjourned soon after it met in the morning following the demise of a sitting member, M. Rajasekara Murthy of the JD(S). The LS was adjourned for the day when it met at 12 noon after an earlier adjournment
In the Lok Sabha, no sooner had the House convened in the morning when the Opposition party MPs led by the BJP trooped into the well shouting slogans demanding a JPC into the 2G spectrum allocation scam. BSP MP Shafiq-ur-Rehman raised slogans demanding action against those involved in the Babri Masjid demolition which had happened exactly 18 years ago on this day. He was joined by some Congress MPs who were also protesting against the Babri Masjid demolition.
LS speaker Meira Kumar repeatedly tried to restore order in the House saying that this was the last week of the Winter Session but to no avail.

Forward contract bill in LS

Dec. 6: Minister of state for agriculture K.V. Thomas introduced the Forward Contracts (Regulation) Amendment Bill, 2010 in the Lok Sabha to strengthen the Forward Markets Commission. The bill aims to restructure and strengthen the Forwards Markets Commission broadly on the lines of the Sebi and confer more statutory powers upon it.
The amendments in the bill include redefining the expression forwards contract to include commodity derivative, to increase the maximum number of members from four to nine, to confer the power upon the commission to levy fees and to make provision for investigation, enforcement and penalty in case of contravention of the provisions of the act. Earlier, the bill was introduced in the RS on December 23, 1998 and it was referred to the parliamentary standing committee on food, civil supplies and public distribution for examination and report.
