CAT extends stay on MHA proposal
In what may be called a major setback to home ministry’s plan to recruit IPS officers from Army and paramilitary forces, the Central Administrative Tribunal (CAT)’s Guwahati bench has extended the interim stay order on the proposed recruitment of IPS officers from the Army and Central paramilitary forces through the limited competitive examination till July 23.
The petitioners, which include officers of Assam Police Services, have challenged the amendments saying that the state governments can fill up the vacant posts of IPS officers if needed from the existing pool of qualified officers of the state police services.
The additional superintendent of police, Mr Amitava Sinha, one of the petitioners, said, “It’s a known fact that there are a lot of vacancies for officers in the Army. If the government wants to shift Army officers to fill up IPS vacancies, then it’s again going to add to more vacancies in the Army thus creating another problem for the government.”

‘Tatra decisions sans Mod nod’

The CBI probe into alleged irregularities in purchase of Tatra trucks for the Army has revealed that certain important decisions, including fixing the price of all terrain vehicles, were allegedly taken by a public-sector unit without taking approval of the ministry of defence (MoD).
Sources in the agency said, “Probe has also revealed that certain decision, including those related to pricing of the trucks, were taken without the MoD’s approval in 2003”. Besides, agency officials have also found that supply of Tatra trucks from a Czech manufacturer via a United Kingdom-based intermediary were also taken by accused officials of the PSU without the ministry of defence’s approval, sources said.
“Now, the agency is planning to send letter of requests (LRs) to authorities concerned in Czech and UK in this regard. The agency will seek details about some companies based there in connection with the case”, sources said. Atleast five companies of UK are under the scanner of the CBI. The agency has already approached Interpol seeking help.
