Centre fails to keep its word, says Jayalalithaa

Chennai: Calling upon the Planning Commission to “effectively perform” its core function of indicative planning, chief minister J. Jayalalithaa urged the Government of India to adopt a consensus based co-operative approach towards the state to ensure better and desirable outcome for people.
Speaking at the Planning Commission’s meeting in New Delhi, she expressed disappointment that despite state’s own efforts to mobilise resources to finance its plan, the Central government’s support to the state plan had not been in line with the promises made.
“In this year’s plan outlay, I have already said it has been fixed at Rs 37,128 crore. In terms of resources, 91 per cent of the plan will be financed through the state’s own resources supported by budgetary borrowings and only 9 per cent will come from the Centre,” she said.
Exuding confidence that TN would once again meet its ‘proud record’ of finding its own resources to fully perform and exceed its annual, she asserted: “Let me reiterate that we will ensure that this record will be met yet again.”
She also said though the Central government budgeted a release of Rs 3473.48 crore as plan assistance to TN, it has released only Rs 2762.14 crore for 2012-13. Besides, she listed out the new schemes proposed by TN including proposal to establish five desal plants at Rs 700 crore.
However, she appreciated the Centre saying that has been a change in the pattern of official discussions this year which was definitely a welcome improvement. “I hope this will help both the Union and Planning Commission and other ministries in the GoI to understand the aspirations and capabilities of the state better.”
She pointed out that the Centre should lead to the commitment of more untied funds to allow for greater flexibility in framing state specific innovative programmes which can lead to more accelerated inclusive and sustainable growth.
