DoPT for cell to monitor graft

There seems to be a greater sense of urgency now than ever before in UPA-2 to refurbish its image as far as its commitment to deal with corruption is concerned.
The department of personnel and training has now written to all ministries and government departments to constitute a monitoring cell that will review and monitor on a daily basis the progress of all pending disciplinary cases, particularly those dealing with corruption.

The communication also states that the monitoring mechanism should ensure timely conclusion of such cases.
Sources said though the DoPT, as of now, has not fixed any specific timeframe for clearing the backlog but a proposal as to how corruption cases should be dealt with in a time bound manner was in the offing.
“We first want to see how responsibly various ministries and departments respond to this development. If we feel that timely disposal of such cases was still not happening then we will come out with a time bound mechanism,’’ a top DoPT official remarked.
Highly placed government sources said the urgency for writing such a note was necessitated due to the fact that a large number disciplinary proceedings were pending against government officials. Even the GoM to tackle corruption, constituted by the Prime Minister, had also expressed concern on this issue.
The DoPT is now preparing a break-up on pendency of cases in each ministry.
The department of personnel and training has instructed the ministries their vigilance mechanism should be strengthened with requisite manpower for expeditious disposal of disciplinary cases.
“If need be the ministries can deploy additional manpower to deal with the issue. But the government is determined to put such cases on fast track now,’’ the official added.
All ministries henceforth will also be required to send a periodic list of disposal and pendency of cases to DoPT.
