HRD policy for kids at pre-school level

New DelhiThe Union human resource development ministry is soon likely to attempt the streamlining of the educational set up for children between 4-6 years of age in the country.
Currently, no such mechanism exists at a national level for children this age who are classified in the pre-school category.
Sources stated that after the implementation of Right to Education Act in the country, the HRD ministry is now contemplating to focus on pre-school children.
An internal note circulated in the ministry has desired the formulation of an education policy for children in the age groups of 4-6 years.
“While the RTE provides for compulsory education for children between the age groups of 6-14 years. The new policy is likely to provide guidelines for Central and state governments, school boards and schools in the country for dealing with children between 4-6 years of age,” sources added.
It is understood that the formulation of a new policy has been proposed in an effort to implement HRD minister Kapil Sibal’s formula for making education less stressful for children. “The attempt will be to shield children for over burden and stress at a pre-school level,” sources added.
Union human resource development ministry sources stated that an attempt at formulation of a policy for pre-school children has been necessitated as currently this sector is unregulated. “There has been exponential growth in the pre-school sector with children as young as two years being sent to school. The government policy will attempt to shield these young minds from undue pressure,” sources stated.
The formulation of an education policy for children in the age groups of 4-6 years is going to be the high-priority area for the HRD ministry.
And it is understood that a discussion process with the stakeholders is likely to be launched soon. Sources stated that Mr Sibal has asked the ministry officials to build a consensus on the issue of making learning a less stressful experience for children.
“The decision on the formulation of an education policy for children in the age groups of 4-6 years is a step in that direction,” sources added.
