Human Rights Commission serves notice to SP
Orissa's State Human Rights Commission has served a notice to the superintendent of police in Rourkela to investigate and report the reason for alleged "third degree assault" to a man at a police station.
Bipin Bihari Nayak, a driver in a local transport company, had filed a complaint before the rights commission alleging mental and physical assault in the police lock-up on December 24 ,2010.
Bipin alleged that the inspector-in-charge of Chandiposh police station had beaten him in lock-up and also threatened him to kill him in a fake encounter when he went to register an FIR about a road accident in which his jeep was damaged.
Later, he was admitted to a hospital with injuries.
