Just 4 bills passed this House session

Only four bills out of 31 were passed in the Monsoon Session of Parliament, which saw the Lok Sabha lose 77 per cent of its time and the Rajya Sabha 72 per cent.

The two Houses of Parliament could not transact business in 13 of the total 19 sittings this session because of the disruption tactics of the Opposition parties.

Parliamentary affairs minister Pawan Kumar Bansal, who accused the main Opposition BJP of unparliamentary behaviour inside Parliament, said the per minute expenditure of Parliament is about Rs 2.5 lakh.

The MPs, who made this sitting of Parliament irrelevant because of power politics, took their allowances even after stalling House proceedings over coal block allocations.

The blame-game continued between the ruling Congress and the BJP and others even after the session ended Friday. Lok Sabha Speaker Meira Kumar said some 'forms of dissent' had left her disturbed.

“Parliament has not functioned and it has made me very sad. In our democracy, sometimes there are forms of dissent which disturb us,” she said soon after the Lok Sabha was adjourned sine die. She hoped that a solution to the logjam would be found soon and that Parliament would function smoothly in the Winter Session.

“...We are all staunch believers in the functioning democracy of our country and I am very hopeful that a solution will be found, that the situation will normalise and Parliament will function,” she said. The Monsoon Session, the second-worst in terms of a washout of sittings since the 2009 General Election, functioned only six out of 19 days.

It was paralysed for the remaining period with the main Opposition unrelenting in its demand for the resignation of Prime Minister Manmohan Singh.
