Kapadia to hear petition
New Delhi, Sept. 25: The Chief Justice of India, Justice S.H. Kapadia, has decided to head the three-judge bench that will on September 28 hear the petition for deferring the Allahabad HC judgment in the Ayodhya title suit and giving the parties a last chance for a negotiated settlement.
The other two members of the larger bench constituted by the CJI are Justices Aftab Alam and K.S. Radhakrishnan.
The CJI took the step after sharp differences emerged between two judges — R.V. Raveendran and H.L. Gokhale — of a division bench on September 23 on the admission of the petition by Mr Ramesh Chandra Tripathi for deferring the verdict.
The petition has been given top priority by the CJI and placed at No. 1 in the roster of cases drawn for September 28 before his bench. All the 28 parties to the dispute had been asked to appear before the court on September 28 to know their views.
Formula for peace
* Appoint interlocutors for sustained dialogue with all sections of the people of J&K.
* Release all held for stone pelting or similar violations of law and to withdraw the charges.
* Review the cases of all PSA detenues and withdraw the orders in appropriate cases.
* Convene a meeting of the Unified Command and to review extent of ‘disturbed areas’.
* Ex gratia relief to the families of the deceased persons at Rs 5 lakh per person killed since June 11.
* Appoint two Task Forces, one each for Jammu and Ladakh, to examine the developmental needs.
* Reopen all educational institutions and ensure exams for the academic year 2010-11 are held.
