LS to apply grant guillotine today
The Lok Sabha will apply guillotine on discussion on demands for grants of several ministries on Thursday evening, marking the end of the second phase of the three-stage budgetary exercise.
The voting on the demands for grants and Appropriations Bills will be held in the Lok Sabha after application of guillotine on discussions at 6 pm, sources said.
Guillotine is a parliamentary procedure to curtail debate on demands for grants of various ministries to ensure timely passage of the Finance Bill, which completes the budgetary exercise.
Parliament has already completed the first phase of the budgetary exercise by approving the supplementary demands for 2010-11 after the reply of finance minister Pranab Mukherjee on general discussion on the Budget.
In view of the elections in West Bengal, Assam, Kerala, Tamil Nadu and Puducherry, the government has curtailed the Budget Session of Parliament, which will conclude on March 25.
It proposes to complete the entire budgetary exercise, including the passage of the demands for grants, relevant Appropriation Bills and Finance Bill, in Parliament by March 24.
As regards to the demands for grants for 2011-12, the Lok Sabha has discussed allocations for the ministries of rural development and external affairs. Besides, the discussions on demands of ministries of mining and road transport will be taken up.
