MHA points at NDMC, PWD
The Union home ministry, in its report submitted to the Cabinet Secretariat, has indicted the Delhi government and local bodies like the NDMC and PWD on multiple counts related to heightened costs, delays in completing projects and award of contracts to certain “blacklisted” companies during the
Commonwealth Games 2010. However, it does not entirely blame the Sheila Dikshit government whose role had been questioned by the V.K. Shunglu Committee on the grounds of poor oversight and losses due to faulty tendering and cost overruns.
The Prime Minister’s Office had sent the Shunglu Committee report on city infrastructure development during the CWG 2010 to the MHA for further action.
The MHA, in its action taken report, has particularly faulted the NDMC and PWD on the “signage” installed by them in the city citing “quality” concerns, cost overruns and “collusion among bidders”. The MHA has also agreed with the Shunglu panel that the “third party inspections” for the CWG projects in the capital were “not up to the mark” and the amount of money given for such inspections was high.
The MHA has also raised concerns over issues of delays in several projects undertaken the Delhi government and NDMC which ultimately led to heightened costs.
The Shunglu report had said that deliberate delays led to the escalation of costs and benefited many people involved in the projects.
