Nitish govt’s rush on bills irks Opp.
Feeling ignored and hurt over the apparent haste in which Bihar’s Nitish Kumar-led government got 12 bills introduced and passed in the state Assembly in just over two hours, the Opposition parties on Wednesday complained to the governor about being deliberately deprived of their democratic right of intervention.
“It was simply a defiance of democratic norms by the government to rush as many as 12 bills of public interest without first circulating them to all legislators well in advance so that they get enough time to study the Bills and form their opinions on them for an informed debate,” said Leader of the Opposition Abdul Bari Siddiqui, after submitting a memorandum to governor Devanand Konwar. A day after the Opposition MLAs staged a noisy walkout from the Assembly protesting the government’s “undue haste” in getting as many as 12 bills passed, it was a show of unity as Opposition MLAs marched to Raj Bhavan led by Mr Siddiqui in the afternoon to lodge a formal complaint.
Governor Devanand Konwar said after meeting the Opposition MLAs: “I will certainly look at the concerns raised. How cannot I?”
These are fundamental matters.”
Bihar’s JD(U)-BJP alliance government, which enjoys a robust three-fourths majority in the Assembly, had got 12 important bills passed in the Assembly’s second half session on Tuesday. Many of these bills related to education and they included the Bihar State University (Amendment) Bill, 2011, the Patna University (Amendment) Bill, 2011, the Bihar School Examination Board (Amendment) Bill, 2011, Bihar Private Secondary School (Management and Takeover) Bill, 2011, and the Bihar Primary School Education Committee Bill, 2011.
