No new JnNURM buses for Kerala state

Kochi: The Union Ministry of Urban Development has commenced the allotment of new buses under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in its second phase, but Kerala is yet to apply for the additional buses with detailed project report (DPR).
Even if the state government manages to apply  anytime soon, Kerala is not likely to get the additional buses as the state failed to start a corporation or company under Special Purpose Vehicle (SPV) entity as directed by the JNNURM, but instead used the JNNURM buses for KSRTC services.
Kerala’s loss will be neighbouring states’  gain, as Tamil Nadu and Andhra Pradesh have applied for 3,000 and 1,200 city buses respectively with DPRs, while the ministry has already sanctioned 2,104 buses for Karnataka. The buses are being allotted in a review meeting of the union ministry.
It also allotted 20 buses for Punjab, but rejected Assam’s request as it failed to submit the complete DPR. Buses could not be sanctioned for Raipur city too, as there were no representatives from Chhattisgarh.
JNNURM’s plan is to distribute 10,000 buses to different states according to the performance report and needs of each state. It was in 2009 that JNNURM last distributed the buses  when Kerala got 300-odd vehicles, which were later hired by KSRTC.
The Secretary to Ministry of Urban Development, Dr. Sudhir Krishna said at the meeting on Thursday that the current round of allocating buses has new features like sanctioning of bus depots, workshops, control centres, ITS system etc. to make the project sustainable.
“Out of the total of 10,000 buses, around 2,000 have been set apart for the North-East and hilly areas. Several more proposals from different states have also started reaching the ministry now,” he said.
Meanwhile, the Kochi Corporation is working on commencing an SPV entity immediately. It is learnt the corporation will submit its report to the state government within  two weeks and request it to seek additional buses from JNNURM.
