Notices to 6 states on ‘usurping’ Central quota

The Supreme Court on Thursday sought explanation from six states about an alleged “usurping” of Central quota PG courses seats in medical colleges located in their territories to make them available to the state students.
In order to maintain a fine balance for PG admission in all the medical colleges across the country, the Supreme Court had earlier made it mandatory to divide the available seats on equal basis by fixing 50 per cent quota to each Central and state students.
Issuing notices to Uttar Pradesh, Maharashtra, Rajasthan, Punjab, Haryana and Delhi, a vacation bench of Justices H.L. Gokhale and Ranjana Prakash Desai asked their counsel to file affidavit by Tuesday next, giving completed data about the state and Central quota seats in the medical colleges located in their respective territories.
Meanwhile, the director general of health services denied the charge of “manipulation and hacking” of the online counselling process for PG admissions.
While Esha Karwase, a medico seeking admission under Central quota, had accused the state governments of “usurping” the all-India quota seats, another medico Pankila Mittal had alleged that the online counselling was being “manipulated and hacked”.
The only difference between the state and Central quota seats was that the former were based on entrance exam conducted locally by the states and admission is given as per reservation policy, the Central seats are filled purely on merit without reservation on the basis of an all-India entrance exam conducted by AIIMS.
The other difference in the mode of admission between the two types of seats is that for all-India quota, there are three rounds of counselling to ensure that all such seats are fully filled up.
On the allegation of “manipulation” or “hacking” of the online counselling, the DGHS lawyer explained that such “misunderstanding” was because many students had come to know of the results of entrance exams through “social networking site” on the evening of June 11 itself while the results were officially declared the next day. The successful students had started uploading their bio-data on the night of June 11 for the counselling purpose, which should not be treated as hacking or manipulation.
