Opp. advises govt to adjourn sine die
While the Congress managers are in a fix on how handle the key supporting parties — Samajwadi Party and BSP — on the controversial Constitution (117th Amendment) Bill that provides reservation for SCs/STs in government job promotions, Opposition leaders are said to have advised the government to adjourn the Lok Sabha and the Rajya Sabha sine die.
The Congress party cannot afford to antagonise either the Mulayam Singh Yadav led party or the Mayawati led party as the Centre is surviving on their support. This was seen during the floor test in both the Houses of Parliament during voting on FDI in multi brand retail.
While the BSP has played the reservation in promotion card to consolidate dalits across the country before the general election, the SP is openly opposing it to send out a message to the OBCs.
Though the Congress is committed to reservation policy, it does not want to hurt upper castes and middle class.
Sources said Ms Mayawati wanted the bill to be passed in the Rajya Sabha even with the help of marshals who can remove the SP members. But marshals can enter only on the permission of the Chairman.
The BSP insiders indicated that the party would be more aggressive on this issue inside Parliament if the government delays passage of the quota bill.
In that situation how can the two Houses transact its business in rest of the days, asked a senior leader of Opposition. The current session of Parliament will conclude on December 20.
The government has been keen on consideration and passing of the Banking Laws(amendment) Bill, the Insurance Laws (Amendment) Bill and the Pension Fund Regulatory and Development Authority Bill.
It could be passed with the help the BJP, but it is unlikely because the main Opposition should not be willing to oblige the government at a time when the Left and other regional parties outside the NDA, have come together against FDI in multi brand retail.
Meanwhile, the Congress on Wednesday was guarded in its response as Ms Mayawati toughened her posture over delay in taking up quota in promotion bill accusing the government of not being serious.
