The 2011-12 Plan size might see an overall 18 per cent increase in the Budget.
But this will get real only when the finance ministry drops the idea of insisting that the Planning Commission shift many schemes run on non-Plan cess collections into Plan expenditure.

Sources close to the process of finalising the Gross Budgetary Support for Plan expenditure said it was decided to have `4,41,000 crores at the Planning Commission’s disposal, compared to `3,73,000 crores in the current fiscal.
But there is a catch: the finance ministry wants to shift many schemes, now being run on cess collections from the non-Plan side, into the ambit of Plan expenditure.
