Reddy had stalled aid for Telangana

It seems that the Congress Central leadership was ready to roll out special financial packages for Telangana at the time of the Assembly Budget Session itself but chief minister N. Kiran Kumar Reddy had stalled the process, asking for more time.

The present political turmoil that the state is currently facing might have been averted if the packages had been announced then.
Along with the Telangana leaders, the Congress Central leadership is thus also upset with Mr Reddy for the current situation in the state.
According to sources, the party leadership thinks that while the Telangana leaders fell for the Telangana Rashtra Samiti trap, the chief minister, although indirectly, delayed in announcing special packages and other political formulae that might have pre-empted the revival of the agitation.
Sources said that AICC in-charge of party affairs in the state, Ghulam Nabi Azad had informed state leaders that the Centre was ready to work on the constitutionally-backed financial package before the start of the Assembly Budget Session itself. The chief minister, however, had asked for some time as he did not want anything to disrupt the smooth functioning of the Budget Session.
The state leaders were given to understand that the Central leadership was occupied with the Assembly polls thereafter and the series of developments relating to corruption that had engulfed the UPA government.
Crisis managers at the Centre were also unhappy with the state leadership for failing to contain the number of resignations, if not prevent them totally.
Sources said the party MPs like Mr Balaram Naik and Mr Suresh Shetkar were initially not keen on resigning as they wanted to remain loyal to the party leadership and were also afraid of losing the opportunity of contesting with party tickets in the 2014 elections. Similarly, several legislators also had drifted into the resignation camp as there was no persuasion from the state leadership till the resignations were announced.
Sources said that there were multiple factors other than Telangana that forced the leaders, particularly Congressmen, to resign.
