Stormy start to Parliament Monsoon session
New Delhi: On expected lines, the Monsoon session of Parliament began on a stormy note on Monday with the formation of Telangana taking the centre stage, rather the well of both the Houses.
Anti-Telangana MPs disrupted proceedings in both Rajya Sabha and Lok Sabha shouting slogans favouring a Samukta Andhra (United Andhra Pradesh) and refused to vacate the well despite warnings. Rajya Sabha was adjourned twice on the first day of the Monsoon Session.
In the Lok Sabha too members stormed the well of the House raising slogans. Speaker Meira Kumar first issued warnings asking the members to go back to their seats. But when the members chose to ignore the warnings, the Speaker turned a deaf ear to their sloganeering and went ahead with the proceedings.
Earlier today, Prime Minister Manmohan Singh had appealed to the Opposition to cooperate in smooth functioning of Parliament and said government is willing to discuss all issues during the Monsoon Session.
"We have wasted a lot of time in the last two-three sessions and hope this is not repeated in this session," Singh told reporters outside Parliament. "Government is willing to discuss all issues on the floor of the House", he said while urging the Opposition to ensure that the session is "truly productive and constructive with solid results".
As many as some 40 bills have been listed for consideration and passage in the session, which will have only 12 working days and government has expressed readiness to extend the session if need be.
The Food Security Ordinance is among several important bills to be taken up for discussion and passage in the Monsoon Session of Parliament.
Land Acquisition, Rehabilitation and Resettlement Bill, 2011, Direct Taxes Code Bill 2010 and Pension Fund Regulatory and Development Authority Bill 2011 are among the 23 bills that have been listed for consideration and passing by the Lok Sabha.
The Securities and Exchange Board of India (Amendment) Bill, 2013 to replace an ordinance, will also be taken up.
The Rajya Sabha will take up for consideration and passing of the Companies Bill 2012, Whistle Blowers Protection Bill 2011 and the Lokpal and Lokayuktas Bill, 2011. These bills have already been passed by the Lok Sabha earlier. A total of 14 bills are listed for introduction in the current session.
