Teacher killed in broad daylight, villagers fired at
In what has sparked the fear of fresh violence in trouble-torn Bodoland Territorial Council, armed miscreants on Wednesday gunned down a school teacher in broad daylight and swooped on a remote settlement at Nakar Gaon inside the Chandrsila reserve forest on Tuesday night and opened indiscriminate fire on the five households in Western Assam.
One woman was killed on the spot, while another was seriously injured at Nakar Gaon.
The incident took place when two senior ministers of the Gogoi Cabinet, who were sent to console the people in Gosaigaon area, were camping at Kokrajhar.
The police said that some unidentified miscreants shot dead a school teacher, Ashiruddin Sheikh, at Kochugaon in Gossaigaon sub-division at about 3 pm on Wednesday.
The slain teacher, who was also the president of primary school teachers association of Gossaigaon, had gone to pick up an official letter from the office of divisional education officer when the miscreants killed him.

Dopt hopes for group c, d staff lokpal exemption

The department of personnel and training (DoPT) is optimistic that the Rajya Sabha’s select committee will agree with its views to exclude Group C and D employees from the ambit of the Lokpal and place them under the CVC.
DoPT sources claimed that they had presented a very strong case before the committee and are hopeful its views will be incorporated once the amended Lokpal bill comes before Parliament.
The DoPT, which is also the servicing ministry for the Lokpal, had argued that if Group C and D employees are included in Lokpal the ombudsman will become extremely unwieldy. Thus, the corruption cases against 3.5 million Group C and D employees in the country should be probed by the CVC while Group A and B employees can be covered by the Lokpal.
The DoPT is already examining the possibility of further strengthening the CVC in case its argument is accepted by the parliamentary panel. “There is no denying the fact that with the existing staff the CVC will not be able to handle such a large number of cases of government employees. Apart from increasing the staff strength, one will have to mobilise other sources to make the CVC much more effective,” a DoPT official said.
Sources claim that though the committee was very ken on tabling the Lokpal bill in the forthcoming Winter Session of Parliament that starts on November 22 but it seems difficult as the committee will incorporate different point of view in the final amended bill.
