UPA faces tough Winter Session
The Winter Session of Parliament could be hot for the government with the Opposition roaring to raise the issue of corruption in a big way. The session will begin on November 9.
The three issues — Adarsh Housing scam in Mumbai, 2G spectrum allocation controversy and the Commonwealth Games in Delhi — have already made the government defensive.
The government cannot reject a discussion on it if the Opposition demands it under the relevant rules in the two Houses of Parliament. But if the non-UPA parties press for a discussion under an adjournment motion or under Rule 184 in the Lok Sabha, then the floor managers would find it difficult to reject it as it may not go down well among the people.
It will be interesting to see whether the Samajwadi Party, BSP, RJD, LJP — backing the government from outside unconditionally — would remain with whom on this issue.
It is not clear whether Prime Minister Manmohan Singh would speak on it in Parliament.
Division in the Opposition have been helping the government in running Parliament and passing important bills. The managers had even sought help from the BJP and Left in this regard while the supporting parties in the Hindi heartland have remained with the Congress-led UPA due to some compulsion.
Meanwhile, the government on Wednesday made it clear that it is ready for discussion on any issue, including the Adarsh Housing scam and the 2G spectrum allocation controversy, in the coming session of Parliament. “We are prepared for discussion on any matter... permitted under rules and as decided by the presiding officers,” parliamentary affairs minister Pawan Kumar Bansal told reporters.
Mr Bansal and minister of state for parliamentary affairs Prithviraj Chavan said the government was ready to face discussions on any issue but would like that Parliament should be allowed to function and there should be no disturbance. Mr Bansal dismissed suggestions that the government was “under siege” from the Opposition on issues like the housing scam, Commonwealth Games mess and the 2G spectrum scandal.
Briefing on the agenda before the month-long session which concludes on December 13, he said that there were as many as 23 bills being brought for consideration and passing.
It will have 24 sittings spread over 35 days.
The bills to be brought included the Women’s Reservation Bill as also two other constitution amendment bills giving 50 per cent reservation to women in panchayat raj institutions and urban local bodies, he said.
The Educational Tribunals Bill, which ran into rough weather in the Rajya Sabha with even Congress members raising objections to the measure in the Monsoon Session, is again being brought for consideration in the Rajya Sabha in this session. The bill has already been passed by the Lok Sabha.
The Land Acquisition Amendment Bill, on which Trinamul Congress led by Mamata Banerjee has strong reservations, is being brought along with the Rehabilitation and Resettlement Bill and the Mines and Minerals (Development and Regulation) Amendment Bill for introduction, consideration and passing.
Among the bills which would be introduced during the session are the Protection of Women from Sexual Harassment at Workplace Bill and the Universities for Innovation Bill.
The Enemy Property (Amendment and Validation) Bill is being withdrawn and a fresh bill will be introduced in its place.
