No new engg colleges: HC
There is no scope for more engineering colleges in the state now as the existing colleges provided opportunity to 50,000 students, the high court has held.
A division bench comprising Justices C.N. Ramachandran Nair and Babu Mathew P. Joseph, at the same time, asked the state to inspect colleges and convince itself that the building, laboratory and teaching staff were in place.
Before granting NOCs to colleges, the managements should produce bonds stating that qualified teaching staff will serve these colleges, the bench said.
The court passed the order after considering a report submitted by the expert committee. The bench also named 29 self-financing colleges including 11 under the Institute of Human Resources Development which are under-performing in the last three academic years.
The bench observed that the college managements showed no interest in improving the standards of the colleges. It was important that the “reckless (process of) recognition and affiliation being granted by the AICTE and the university” was stopped by the government.
Otherwise, more substandard engineering colleges would come up in the state,” the bench cautioned.
The court asked the state to consider the report of the expert committee and take appropriate steps including the closure of under-performing colleges. “Inadequacy is not in infrastructure facilities; but, in academics, most colleges do not have sufficient qualified faculties,” the court held.
“Colleges started by the IHRD have been performing poorly in the past, and there is no improvement in the results from these colleges in the last three years. The quality of the education offered in these
colleges and all the colleges under Cochin University are so poor. If these colleges can’t be improved, the government should close down the same to prevent continuation of a disservice to the students,” it is stated.
