Row over Metro implementation
Even as doubts persist over the âconsultantâ Delhi Metro Rail Corporation taking up the Kochi Metro main works, top DMRC officials said the agency was carrying out the project on a turnkey basis and that it was both the consultant and the implementing agency for the Jaipur Metro.
âThe state cabinet has decided to hand over the work to us on a turnkey basis â under which each stage is completed according to pre-specified criteria and the price fixed,â a top official said.
The centre had earlier made it clear that the project should be carried out as per the guidelines of the Central Vigilance Commission. One of the CVC norms is that consultants of a project or their subsidiaries should not be handed over the main work.
However, DMRC officials claimed they had no profit motive and even the commission charged was the lowest. âItâs the state government who asked âmetromanâ E.Sreedharan to head the project, who in turn, said he needs the technologies and execution aid of the DMRC that he was heading for years,â they said.
According to the official, the actual commission charged by the DMRC is the barest minimum, 4.85 per cent, the lowest when compared to similar projects across metros in the country.
The Jaipur Metro is being built in two phases. The DMRC, which prepared the Detailed Project Report, has been entrusted with the implementation of the first phase (Mansarover to Chandpole with a length of about 9.25 km) including the civil works, permanent way, depot and traction and power supply.
