Maha govt drafting jail manual

Maharashtra government informed the high court that it was currently drafting a model prison manual to encompass all important issues governing prisoners in jails and sought six months’ time for it. A bench, headed by Justice P.V. Hardas, was hearing a PIL filed by Sachin Khambe, lodged in Nashik Central Jail, seeking a direction to the state government to come out with a model prison manual. Additional public prosecutor Prajakta Shinde told the court that the process of drafting the manual was on and the state would require six months to complete it and come out with the document. She further said that 46 files had been received from inspector general of prisons’ office to incorporate important rules in the manual. Accepting her statement, the court disposed of the PIL. The petitioner’s lawyer N.N. Gawankar contended that the existing rules do not cover
certain areas like food, clothing, discipline and facilities in jails. The petitioner urged the court to ask the government to come out with a comprehensive manual.

FSB to help farmers by increasing grain demand
Mumbai, Aug. 27: In the wake of increased requirement of food grains to implement the proposed Food Security Act, procurement operations will be expanded, benefiting larger number of farmers. Food grain requirement for the bill’s implementation is estimated to be 614.3 lakh tonnes as against the existing requirement of 563.7 lakh tonnes for the Targeted Public Distribution System. Farmers will get more for their produce i.e. `12.85 per kg for wheat and `12.50 per kg for paddy as minimum support price (MSP).
The bill has special focus on nutritional needs of women and children. The eldest woman of the household above 18 years is considered the head of the household for issuing ration cards as per the Bill. Pregnant women and lactating mothers will get maternity benefit of `6,000 besides nutritious food. Children below 14 years of age will get food with higher nutritional norms.
Access to highly subsidised food grains to small farmers and assured MSP for their produce will ease the burden on their earnings and give them the option to spend the money on other necessities. It is expected to help improve their quality of life. Therefore, the Food Security Act will encourage them to produce more.
