Stations should have med facilities: HC
The Bombay high court on Tuesday asked the Rai-lways to consider setting up medical facilities at
stations that are prone to trespassing-related accidents.
A division bench of Chief Justice Mohit Shah and Justice Anoop V. Mohta was hearing a public interest litigation filed by railway activist Samir Zhaveri, seeking medical facilities for railway accident victims during the “golden hour” (within an hour of the accident).
Mr Zhaveri, who had lost both his legs in 1989 while trying to cross the tracks at Borivali station, had said that several victims lose their limbs and their lives at times, as they do not receive immediate medical aid.
In 2008, Mr Zhaveri represented by senior counsel J.P. Cama and Advocate Rajiv Singh had filed a PIL seeking that medical facilities be set up so that the victims of railway accidents receive medical aid in time. The high court had then directed the Western Railway and Central Railway to start a pilot project at Dadar and make it a “model station” by providing all necessary emergency medical services.
Noting the development, the government railway police (GRP) commissioner Prabhat Kumar had written a letter in 2011 to the Railways suggesting the establishment of a similar centre at five other stations — Kurla, Kalyan, Thane, Borivali and Palghar.
However, the Railways had not taken any action on the letter. On Tuesday, Mr Zhaveri produced the letter in court and sought the court’s direction to the Railways to set up such medical facilities at stations.
