The national progress report presented by India at the Second Nuclear Security Summit here says, “India has adhered to NSG guidelines and has expressed interest in full membership of the NSG and other international export-control regimes.”
For good measure, it added, “India is taking a number of measures to strengthen nuclear security.”
In this context, it mentioned the plans to establish an independent Nuclear Safety Regulatory Authority (NSRA) for enhancing nuke security and strengthening the synergy between safety and security.
The Prime Minister Manmohan Singh mentioned the proposal to set up the NSRA in his speech at the Summit. The PM also told the gathering that amendments to the India Atomic Energy Act, 1962 are also under consideration. The PM also expressed India’s support for the commencement of early negotiations on a fissile material cut-off treaty at the Conference of Disarmament in Geneva.
India also sought to share its concerns with the world on nuclear terrorism and clandestine proliferation. “Nuclear terrorism will remain a potent threat as long as there are terrorists seeking to gain access to nuclear material and technologies for malicious purposes,” said the Prime Minister.
