A day after the Afzal Guru mercy petition file moved from Delhi chief minister Sheila Dikshit to lieutenant-governor Tejen-dra Khanna and back again, the file went back to Raj Niwas on Wednesday with the minor clarification sought by Mr Khanna.
The lieutenant-governor is now studying the file carefully and is likely to send it back to the Union home ministry with his comments soon, a Raj Niwas official indicated. The CM noted in the file that her government agreed with the death sentence awarded to Afzal for his role in the 2001 Parliament attack conspiracy. However, the Delhi government also attached a letter by its former chief secretary which reportedly expressed concern on the law and order implications in case the death sentence was carried out.
