The Madras high court has ordered notice to the state government on a public interest litigation by A.V. Pandian of Thirumullaivoil to initiate action against CS Central Matriculation School in Thirumullaivoil for obtaining recognition with false records.
A division bench of Chief Justice M.Y. Eqbal and Justice T.S. Sivagnanam posted after two weeks further hearing of the PIL.
G. Sankaran, counsel for the petitioner, submitted that the petitioner learnt that the school had produced forged lease deed for running the institution. The school had produced a fabricated document for obtaining permission to run the school and was also being run without adequate facilities.
The Inspector of Matriculation Schools also issued a showcause notice to the school. The school then produced another lease deed dated May 20, 2010, stating that the deed produced in 2005 was subsequently cancelled by the executant. The May 2010 deed referred to survey numbers that were not owned by the school.
The Director of Matriculation Schools granted temporary recognition to the school for standards LKG to VI and then for standards VII to X.
On one hand it was informed that the school has produced bogus certificate for which appropriate legal action was contemplated against the school, on the other hand the director of matriculation school was granting temporary recognition and opening permission without adherence to regulations and norms of Matriculation code for extraneous consideration.
Hence, the petitioner has filed the PIL, Sankaran said.
